David W. Frasher began serving as City Manager of Oregon City on April 7, 2010. Mr. Frasher has more than twenty years of experience in state, federal, and local government, including work as a police officer, appellate law clerk, and practicing attorney. Mr. Frasher is a member of the International City/County Management Association (ICMA) and has earned the designation of “Credentialed Manager.” His previous experience includes service as a local government manager for the Cities of Grants Pass, Oregon; Ashland, Wisconsin; and Oak Grove, Missouri. He holds a Bachelor of Science degree in Administration of Justice from MacMurray College in Jacksonville, Illinois, and a Juris Doctorate Degree from Washington University School of Law in St. Louis, Missouri.
