What is a Concept Plan?
The concept planning process represents an opportunity to plan for the area in a way that meets the needs of current and future residents. The concept plan helps to guide future growth by envisioning land uses, transportation, open space, parks and public facilities for land that was added to the Urban Growth Boundary, but has not been annexed into the city. In the Portland area, all areas added to the Urban Growth Boundary are required by Metro to have a Concept Plan before development.
