Designated
Landmarks Outside of a Historic District
The
Office of Robert Dortignacq, Architect
has been hired to prepare design guidelines
for new
construction occurring in the historic areas of Canemah
and McLoughlin. This would involve both
new residential and commercial buildings. They
would like your thoughts, issues and other
input that is pertinent. A
series of neighborhood meetings have started.
These will be followed by public workshop meetings
in
February and March. Interested individuals may
attend the meetings or can forward queries and
suggestions to Robert
Dortignacq [dortignacq-architect@att.net,
503-228-5154] or to Christina Robertson-Gardiner,
[crobertson@ci.oregon-city.or.us,

Background:
The
Design Guidelines for New Construction were created
in the 1980s to better define "historically compatible
new construction." While this did provide some definitions
and guidance, it often frustrated perspective builders
because they interpreted the guidelines very differently
than staff, neighbors or the Historic Review Board.
This led to unexpected costs, or unrealistic expectations
of material choices or the approved size of the building
and the location of garages. The existing guidelines
have also created confusion and concern for historic
homeowners within districts. They believe that the
existing guidelines allow non-compatible buildings to
be approved for construction. Oregon City's historic
districts are experiencing an upswing in potential new
construction and the need for improved design standards
is becoming more and more apparent. A copy of the existing
design guidelines can be found here: http://www.orcity.org/community-develop/planning/documents/DesignGuidelines-NewConstruction.pdf
