The Planning Division is responsible for all long range and current planning as well as the implementation of the Oregon City Comprehensive Plan and associated Municipal Ordinances.

The appellants are appealing the Community Development Director’s approval of Planning Files SP 09-04 and WR 0-04. The appellants assert that the Community Development Director incorrectly approved the applications for the following general reasons (the specific reasons are on file and may be reviewed at the Planning Division Office):
• An approved Master Plan was required prior to approval of these applications and thus the application did not comply with the conditions of approval and notice of decision sections of the code.
• The applicant did not apply for the correct application(s) and the applications were not reviewed in accordance with the appropriate process. Applications for a major modification of a prior approval, Master Plan or Variance were not submitted.
• The applicant violated the application requirements, performance guarantee and transfer of approval rights and subdividable land sections of the code.
• The application improperly listed the applicant.
• The application did not include adequate information for approval.
• No criteria associated with file WR 09-04 was provided.
• The appeal included a reference to a code section which does not exist.
