99E Bluff Waterline Replacement Project

In December 2013, the vertical exposed waterline along the Hwy 99E bluff experienced small leaks; those leaks were repaired but the overall condition of the waterline has deteriorated and the pipe has reached the end of its useful service life. Staff is coordinating closely with the Oregon Department of Transportation (ODOT) on the timing of this project, as ODOT will also be working in this area on a project to scale the rock bluff and repair the slope mesh and a project to update the illumination system in the 99E vehicle and pedestrian tunnel.
February 8, 2017: The project is out to bid and the City will be accepting bids from contractors until February 28th. At that time the City will review contractor qualifications, as well as the bid price for the project and award the project. The City has been working closely with ODOT, and the contractor will be allowed to close two of the four lanes along 99E for up to ten consecutive days in order to complete the work. The lane closure work window currently identified is between June 2nd - June 29th. Once a contractor is selected and a construction schedule is identified, we provide an update on the timing of the lane closures.
March 16, 2017: The City Commission has awarded the construction contract to Wildish Standard Paving. Replacement of the waterline is still anticipated to occur in June 2017. City staff are working on the public outreach related to the traffic impacts of closing two lanes on Hwy 99E.
April 4, 2017: Staff is beginning public outreach on the project, as part of that outreach we creating an interested parties email list. Periodic updates will be sent out as closures dates are determined, just before the closure, updates during the closure, etc. If you have questions, or to be added to the interested parties list, please email email@example.com.
