System Development Charges (SDC)

Update:  In June of 2014, the Oregon City Public Works began the formal process of updating Oregon City Municipal Code (OCMC) 13.20 relating to System Development Charges (SDCs).  Learn more about this process at our update webpage

SDCs:  System Development Charges (SDCs) are fees paid when expansion, new development, or an intensification of use occurs on property served by City infrastructure.  The fees help to recover a portion of the cost of existing infrastructure and help to fund new infrastructure necessary to serve new development. Infrastructure includes streets, the water system, sanitary and storm sewers, and parks.

The System Development Charge (SDC) sheets for various residential development types are available below:

  • Single-family
  • Multi-family
  • Duplex Dwelling Unit
  • Townhome/Condo
  • Manufactured Dwelling
  • Accessory Dwelling Unit (ADU)

The SDC fees to be paid for non-residential development projects require the applicant to complete the SDCs Request Form and submit to the City with the Building Permit Application for the proposed development.

Also available are:

  • Stormwater SDC Resolution
  • Sanitary Sewer SDC Resolution
  • Transportation SDC Resolution and information sheets for Vehicles and Bicycle/Pedestrian
  • Transportation and Parks SDC Statement of Use (Required from the Applicant to define proposed actions)
  • Water SDC information for various meter sizes, SDC Resolution and Water Meter Installation Charges
