In accordance with statewide planning goals (ORS 197.175), the City of Oregon City assumes the responsibility to plan and zone the land uses within its urban service boundary. As areas are annexed into the city and developed to city-planned and zoned land uses, water service is transferred to the city and the area is withdrawn from the Clackamas River Water District (CRWD). In the past, areas were annexed to the City of Oregon City, redeveloped, and city water was provided, but it remained within the CRWD service territory.

ORS 222.524 allows Oregon City to withdraw territory from a water district after annexation to the city. The City is currently going through the process of withdrawing annexed areas within the city that are current city customers (Phase 1). Affected areas are shown on the map (PDF). Future phases are anticipated as other properties are identified for withdrawal.

Customers will not see any change in their water service or water bill, but they will no longer be a part of the CRWD or have CRWD voting rights.

On July 20, 2022, a public hearing was held and the City Commission voted on whether or not to approve the Phase 1 withdrawal of territory from Clackamas River Water District included in Ordinance Number 21-1013. On March 28, 2023, the Oregon Department of Revenue approved the legal descriptions and maps. On March 31, 2023 the Secretary of State confirmed receipt. The boundary change will be effective July 1, 2023.
