Pavement Maintenance Utility Fee (PMUF)
Oregon City's Pavement Maintenance Utility Fee was adopted on May 21, 2008. In accordance with Ordinance 08-1007 that established the fee, the City must publish annual reports which are available in the PMUF Annual Reports Archive.
City staff will perform a full rate review no less frequently than every 5 years. If other revenue sources become available for road maintenance, the City Commission shall review the PMUF.
Now that the fee is fully implemented, utility rates may be adjusted to account for inflation in an amount of no more than 3% annually. As a result, starting with fiscal year 2013/2014, the monthly Pavement Maintenance Utility Fee has been increasing by 3% per year.
2023 / 2024 Rate
The fee for fiscal year 2023/2024 (July 1, 2023 to June 30, 2024) is as follows:
- Single Family Residential - $15.53
- Multi Family Residential - $10.90
- Non-Residential - $0.266 × applicable number of trips per day based on type of use and building square footage
- Schools - charged based on number of students
2022 / 2023 Rate
The fee for fiscal year 2022/2023 (July 1, 2022 to June 30, 2023) is as follows:
- Single Family Residential - $15.07
- Multi Family Residential - $10.58
- Non-Residential - $0.258 × applicable number of trips per day based on type of use and building square footage
- Schools - charged based on number of students

- Single Family Residential - $14.63
- Multi Family Residential - $10.28
- Non-Residential - $0.251 × applicable number of trips per day based on type of use and building square footage

2008 to 2013 - Fee Implementation
When the fee was first implemented in 2008, it was determined that the residential PMUF rate needed to be $11 per month to simply maintain Oregon City's roadways. To lessen the impact of the fee on all customers, the fee was phased in over a five year period. The initial rate beginning in July of 2008 was $4.50 per single family residential unit. It continued to increase for each of the following four years as follows:
- July 1, 2012 to June 30, 2013: $11.22 (see Note)
- July 1, 2011 to June 30, 2012: $9
- July 1, 2010 to June 30, 2011: $7.50
- July 1, 2009 to June 30, 2010: $6
Note
Includes 2% increase for inflation. Because City Code 13.30.050 specifies that "unit rates shall be adjusted annually to account for inflation in an amount of no more than 3%," a 2% inflation increase for the 2012/2013 fiscal year was agreed upon at the inception of the fee making the fee $11.22 per single family residential unit.
