Required Documents

Any or all of these documents may be required during the Plan Review process. Visit the Development Forms and Checklists page to find all forms and documents related to development.

  • Preliminary Engineer's Cost Estimate: (See Note 2 below)
    • This document establishes the estimated cost of public improvements
    • A fee of 2.5% of the estimate is required to begin plan review
  • Final Engineer's Cost Estimate: (See Note 2 below)
    • This document establishes the likely cost of public improvements
    • A fee of 2.5% of the estimate is required at the end of plan review prior to obtaining a permit; this fee is used for inspections (See Note 1 below)
  • Performance Bond
    • For major public improvements, a performance bond is required
    • A bond is required in the amount of 120% of the cost of public improvements. (See Note 3 below)

  • Developer/Engineer Agreement
    • This document is required to show the City that the Developer/Owner has hired an engineer to inspect the construction of public improvements and the maintenance of erosion control
    • While the City will also have inspectors onsite, the developer/owner is the ultimate responsible party.

  • Non-Remonstrance Agreement
    • This document is required for all developers requesting a land use decision such as a subdivision, partition, or site plan and design review
    • The owner must waive rights to remonstrate against the formation of a Local Improvement District that benefits the property and assessing the cost to benefited properties

  • Land Division Compliance Agreement
  • Right-of-Way Dedication
    • The owner shall dedicate any needed right-of-way to the City per the Land Use decision or per section 12.04 or 16.12 of the City Code

  • Street Light Plan
    • This is a Portland General Electric (PGE) approved plan in most cases
    • A photometric plan will be required for review by the City
  • Fee-in-Lieu
    • This may be allowed in the event public improvements should be built at a later date
    • Shall equal up to 10% of the value of the property or 150% of a cost estimate

Notes

  1. The fee may change to be less or more than 2.5% depending on the amount of the final cost estimate. The 2 fees will in total equal 5.0%
  2. The cost estimates shall be signed and sealed by a professional engineer
